Are there character limitations for packing slip fields?

Are there character limitations for packing slip fields (eg [Warehouse Location]) and is there a way to override them? This information is not given in the PackingSlipFieldReplacements.pdf.

USPS international orders shipped to Postal Processing Facility?

I was wondering why our USPS international orders are being shipped to a Postal Processing Facility rather than the customer's address? It always shipped directly to the customer, I wonder why the change?
