Customs Declarations --> Use Pre-Defined Values --> Harmonization Code =
xxxx.xxI made the changes. Let's see if this works.
Using the Preset Groups method to add harmonization codes to all orders
is very clunky. You would have to add every possible shipping method and
option to the list in order for harmonization codes to be applied to
each and every order.
