We have negotiated USPS which require a new account. Rate shopping allows us to use this, but cost review will switch to the disabled account instead of our active one.

Cost Review should work with more than default USPS Account
For what it’s worth, in v3 selecting any USPS rate will switch to the included account no matter what, even if you have another one defaulted. The only work around is to sort by postage (which shows both), or use rate shopper. This is not a problem at all in v2. Amongst many other things.
