User restriction: Creating of re-shipments, or manual orders

I would like a user permission option to restrict a users ability to create manual orders or re-shipments.

Essentially, I want a user to only be able to ship what is the system, and not generate their own shipments. If a new shipment is required, another user with this permission would have to do it.
