We create pay-on-use return labels for every shipment we send out. We
want to give customers the option to print their labels at home/office.

I completely endorse this request. We are in the exact same position -
our return shipments weigh much less than outgoing shipments. Because we
can't adjust the return label weight, we end up paying more than we
should for the return shipment.
It would be great if, when receiving returns in ShipStation, you had the
option to notify customers using a form template. This way the customer
knows the status of their return.
