It's not obvious how to set the country for non-USA, but once it is set to India, it is impossible to cram the address into the USA-oriented fields! The result is very difficult to get to work, because the country name is shortened to IN, which is a state in the USA. I think I got it to work by putting India in three fields, but we will see if my package arrives there. ShipStation is a mess of bugs and I wish I could find better software. Endicia used to work well, but I was forced to look around and found ShipStation. I need something better!
