Difference between New Order and New Items webhooks?

I cannot seem to find a difference between the On New Orders and On New Items webhooks. Both trigger when a new order is imported. You'd think New Items would trigger only if there's a change to an item in an order, but I've observed that making a change to an item (changing the item description/item options via the API) does not trigger this webhook.

Am I missing something?

Thank you for posting in the community! I checked with the API team and they confirmed that those two webhooks function similarly. While ITEM_ORDER_NOTIFY technically adds a property to the resource URL, that property has never had any effect.
