As stated above, using a Cups/IPP printer causes ShipStation Connect to not see any printers including ones that were previously printed to. Removing the printer immediately solves the issue.

Support helped to determine that this was an issue with an older version of Windows ShipStation Connect. If you are having a similar issue, try upgrading ShipStation Connect first.
