Text on bottom of packing slip

I see two places where I can insert text in the footer of a packing slip.

The first is Settings --> Store Setup --> Packing Sli
The second is under templates.

In either of these cases, the text you write isn't truly at the bottom of the page, but rather at the bottom of the packing slip information.

Is there a way to insert text truly at the bottom of the page?
