Can we use ShipStation to 'Create Shipments' that are not relevant to any orders

hi We have our own accounts with multiple carriers.. we want to use ship station to ship boxes to warehouses (not to customers). So there are no order numbers. We can create manual orders. But each time, we need to manually enter ship to address each time. Regardless it is copy/paste or .csv input, it is super time consuming. Is there any easy way of doing this like dropdown list for 'shipto' locations? 

In other words, if there is any way we can use shipstation to 'CREATE SHIPMENTS', that are not relevant to any orders?? Is there a Drop down list for 'Ship to' locations? 

We don't want to use .csv to import as 'manual orders', as we have 'ship to' locations to same locations many times. For example, we ship bulk to warehouse AAB1 4 times a day, and warehouse CCDD4 3 times a day,  importing .csv is NOT gonna help. The warehouses are responsible for fulfilling orders to customers. 

SIMPLE PUT, WE JUST WANT TO USE SHIPSTATION TO CREATE SHIPMENTS. IS THAT POSSIBLE?
