Override the lowest price feature in checkout

I have a lot of customers who want to work with a certain shipper because of the import process. Some prefer Fedex, others DHL. The issue I am having is that Shipstation often hides one because it is more expensive. But these customers don't care about the cost as much as the company. I have been trying to balance it by adding additional cost to one or the other so that they both always show... however, this is constant because the prices are always changing.

It would be helpful if this feature could be turned off in the checkout so customers can see all the available shipping options.
