API - More keys and allow permissions

We are a pack house and fulfill many shipments for our outside clients. Our clients would like to be able to use actual shipping rates to display in their stores.

We would like to be able to provide them an API key so they can acquire shipping rates via our account, but we don't want them to have access to everything.

Could you please allow generating more than 2 API keys per account and also implement permission based API keys so we could provide a client an API key so they could acquire ONLY shipping rates?
