International problem at just before the purchase

I'm having an issue at the point where I have selected the postage method and purchase the stamp. It gives me an error after I select purchase and tells me to refresh or come back later. It never works no matter what. 

Has anyone else had this issue?

What error are you getting?

I'm not getting an error for international shipping locations where the state is longer than 5 characters (never had this problem with the old version). 

I don't know (nor have I ben able to find) a 0 to 5 digit state/province list for every country. If this is now a requirement, they should populate a dropdown of states/provinces based on the selected country.
