Carrier fees that don't appear in the total shipping costs when creating a label.

I have Fedex and UPS fully integrated into Shipstation so I can see my shipping costs and decide which is the best option for my packages. However from my billing I have noticed especially with residential packages that not all the fees appear on the total cost in Shipstation. Fedex has extra residential fees for low populated areas and can run about $4 per package. 

I have checked with Fedex and they said there doesn't seem to be a way to detect it up front. It is billed after the fact. 

Has anyone else had this issue or way to figure out how to have it calculated in to the cost for the label before creating it?
