Small Package via UPS to Sweden is 255 Dollars

I got an order from a customer in Sweden. The products weigh around 4 pounds and have a declared value of around 180 USD. The box itself is about 8in x 6in by 12 in. Somehow UPS Worldwide Saver shipping costs came out to 255 dollars. what is going on here? Is this a glitch? I checked everything and I dont see any reason it should be this expensive. The weight, the declared value and everything else is normal. This is 3 times as expensive as USPS expedited shipping (which is already obscenely expensive).
