We have developed a Private Shopify app for a customer which works with Shopify's Multi-Location feature, so far for development/testing we had our own ShipStation account ($25/month) as I didn't really see any way to get a sandbox. development account and we did not want to use the customer's main account for dev/test purposes, I am wondering if there is any way to get a Developer/Sandbox account that is either free or nominal cost and we can use that for our on-going app development?

This is also a concern for us. We want to create a solution that allows ShipStation Customers to connect their own Store and Production API. To do so, we would need to pay ~$360 a year for something we're rarely going to use. We really just need to test API responses to build out our solution. A non-production API, Sandbox, or Mock API would really be beneficial for those accounts looking to develop solutions using the ShipStation API. Other providers usually force a billing account and charge per API request, so that the "developer account" only pays for what it uses.
The benefit is that if that solution makes it to a market, some kind of ecosystem like WordPress, it's free advertising from the developer and customer retention, allowing them to utilize ShipStation from the supported system.
