Why is there not an automation rule option to turn off customer notifications?

When you manually mark an item shipped, you are forced to manually unselect sending a customer notification. We manage Customer Notifications outside of ShipStation and DO NOT want shipstation nor our shippers to be able to trigger a customer notification when manually marking an order as shipped. 

It seems silly the automation rules have turning off marketplace notifications, but NOT customer notifications. Yes I am aware we can manually select all orders, then update them in bulk. But that does not work for any high volume shippers. We need rules and ways that shippers can't mess things up.
