Branded Return Portal needs to allow return labels for split orders

We use many platforms for selling and need to allow customers to obtain return labels themselves.  Right now, if the order has been split, they cannot do so.  If we create a return manually we can choose which product (even on split orders) is being returned and get a return label for it.  Why can't the customer have the same option?
