Address verification after moving order from On Hold

Why is it that when we split orders for unavailable items, once we move them from On Hold to Awaiting Shipment, we have to do an address verification for every single order the moment we create a batch? It has recently been a recurring issue. It's especially frustrating since the addresses in the orders were already verified before the split, there is no reason why we should need to do it again This is a new issue that has been propped up by the move to the new v3 layout. Has this happened to anyone, and is there a solution to this issue?
