This type of Automation Rule behavior is usually rule/account specific. We definitely want to check into this behavior, but would need more details to figure out whats going on. I would recommend reaching out to our support team with a screenshot of the rule that you are seeing this happen with, and a couple of example orders of the rule working and not working respectively.
