Restricting marking Order as Shipped Manually

We had an unfortunate theft during the holiday.  Someone marked a very expensive order as Shipped Manually, entered a bogus tracking number and took the box home.  We only learned of it when the customer asked where their shipment was.

An added User Restriction should be the ability to mark an Order Shipped Manually.  In our operation, we have never used that button and I can't think of a reason why someone whose job it is to only print shipping labels and correct bad addresses would very mark an Order as Shipped without producing a label and allowing the app to mark the Order as Shipped.

And on the subject of correcting bad addresses, that should also be a restriction by User.  A shipper could ship to themselves or a friend.
