Is there a report option for what I was actually charged for shipments?
I know sometimes the amount I paid while creating the label is not what I'm actually being charged for, sometimes it’s a little less but usually a little more or a lot more. The additional charge usually happens at the time of delivery. Like the UPS driver measured the box wrong. Or it supposedly weighed more than it actually weighed.
if I said the box weighs 9 pounds and ups weighed it 9.5 pounds ups will charge me a fee of ~$11 fee for my error.

Are you using Shipstation's rates, or your own commercial account with UPS?
If using Shipstation's rates, you'll be billed or credited with an adjustment later on. This can potentially be a large adjustment if you aren't careful when entering your weights, I'm currently disputing a ~$1400 adjustment from Purolator for packages that were shipped in December!
If you're using your own courier account, you won't be able to generate a report through Shipstation. You'll need to review the bill you received from the courier.

I use my own commercial account with ups.

Then you'll need to check your commercial invoice with UPS. I'm not sure for UPS specifically, but you should be able to download a CSV of your shipment data from your account.
