There is no Automation Rule or Bulk Edit option for selecting "Service Default" in Configure Shipment for FedEx. It is simply missing from the dropdown menu.
We have to manually edit every package in Configure Shipment for this or we get charged a decent surcharge. Spoke with Lance on chat and he mentioned this was a feature in the Legacy.
