Shipstation Checkout Rates don't use the Shopify Fulfillment Location when calculating shipping rate

I'm using the Shipstation Checkout Rates feature for my Shopify store, and it clearly states in the UI:
Your ShipStation default Ship From Location: Montreal, QC
However, this doesn't make sense in reality of how an actual order is fulfilled. Let me explain:
I have 5 locations across Canada, and my ERP system keeps my stock levels on Shopify up-to-date so that the Shopify order routing rules can pick the most appropriate inventory location to fulfill the order from based on the customer's address, availability of items, etc.
So imagine that a customer is ordering from Victoria, BC, and Shopify's order routing rules picks my Richmond, BC location because a) it's closest to the customer and b) I have sufficient inventory to fulfill the order, Shipstation completely disregards this and defaults to my Montreal, QC location to give the customer an inaccurate shipping rate.
My customer calls me and complains, why is the shipping so expensive if I'm ordering locally, and I typically have to explain to them, "I can't control what the shipping carrier decides the rate to be".
It seems really odd that Shipstation doesn't account for the inventory location and uses a default location. Am I missing something here, or do all shipping integrations on Shopify work like this?
