Make the telephone field available for rules

Hi there,

we work with a lot of Bandcamp accounts and use Spring Global as internatinal carrier. Often labels can't be created due to a lacking telephone number. Unfortunately this is not mandatory when ordering with Bandcamp.

Other than asking Bandcamp to change this or Spring Global come up with a workaround, I had the idea to create a rule to contact buyers automatically if the telephone number is missing. I did something similar for countries that require an importer ID or other documents for receiveing deliveries from abroad.

Only "Ship To - Phone" is not available as a condition (or consequence) to set a rule.
