ShipStation UPS allows receiver to change address? Exposing users to massive fraud risk

I was just told by a ShipStation rep that they now allow the receiver of the package to change the shipping address on any UPS order you create with ShipStation without any approval or knowledge from the shipper!?!?!?

If this is true, every ShipStation sellers is at risk for suffering massive loss due to fraud.  We all know that when orders come in that we are required to ship them to the exact address on the order.  eBay, Amazon, Shopify, Etsy, PayPal, Stripe etc all require orders to be shipped to the exact address on the order when it is received.   If we change the address we lose all protection against fraud.  Scammers place orders using stolen credit number and they enter the actual card holders address.  This get the orders past the initial fraud screening process as the name, address, phone, email are all legit.  Once the order ship, they can simply call UPS and change the address and have your item shipped to their actual address instead without your knowledge.  When you receive a chargeback the tracking number will show the address was changed and 100% you lose the dispute and they keep your item.  This is insane.

Can anyone at ShipStation confirm this is now the policy?

As an FYI - I spoke to eBay customer support and they confirmed that any UPS label purchased through eBay has the option enabled that prevents a receiver from changing the shipping address so it definitely seem to be an option that is available.
