The get rates api is returning this

what should i do..?

This message means your ShipStation account has no carriers added to it yet. In order to get a rate, you will need to first add at least one carrier account to your ShipStation account.
In the ShipStation UI, go to Settings > Shipping > Carriers & Fulfillment to add your carrier accounts.

I go the same situation and I have both USPS and UPS with ShipStation attached and the toolbar calculator simply has never worked. I've never bothered to submit this to your support staff or engage in a trouble shooting session --- I just open up my standby UPS account and do my calculations over there.
Please advise.
